After every reboot, all the services fail and restart for the first few minutes, is this normal?

Yes, this is a common occurrence that happens on all servers. When a server is rebooted, it's normal to see some or all services fail or restart within the first 15-30 minutes of the bootup process.

Technically, this happens because the internal monitoring system, chkservd, starts running before the system services start up. As a result, chkservd assumes that the services are down and tries to restart them.
